Description: On August 6th, 1940, the Swiss Federal Council took measures against communist and anarchist activity:  rights of association, meeting,  and propaganda, even at an individual level, were abolished. On August 23rd, Bertoni was officially informed of the public prosecutor‘s letter of dated August 13th : "as the publication of the Réveil , an anarchist periodical, is an activity contrary to article 1 of this decree, it makes sense to stop it. " He reacted immediately by publishing two clandestine circulars. There were three published in each language, on September 7th and 21st  and October 5th  , 1940. From October 1940 until December 1946, a bilingual issue (french and italian) in small format, similar to a brochure, was published twice a month.
